Define whether the agency will provide companionship, homemaker support, hands-on personal assistance, skilled services, staffing or another regulated service. These categories may carry different rules. Do not assume that a skilled home health license describes a nonmedical agency.

Licensing, registration and starting an agency

Confirm the current agency classification with the state authority. Then review the applicable application, business entity requirements, management qualifications, background screening, staff standards, required written policies, inspections and renewals. Only include steps that apply to your actual category.

Private pay, Medicaid and electronic visit verification

Private pay operations and Medicaid funded services may follow different approval and billing pathways. Medicaid enrollment, waiver participation and electronic visit verification must be assessed for the specific covered service. Do not treat a Medicaid rule as a blanket requirement for every private pay visit.

Operational policies, training and client records

Build a documentation workflow around the actual services you provide: intake and client assessment, service agreement and consent, care or service planning, caregiver onboarding, orientation and competency, scheduling and visit records, incident escalation, complaint resolution, supervisory review and record retention.

Written policies should explain how staff carry out each process. Forms and completed records then provide evidence that the process was followed. Match your final policies, training and records to the applicable Minnesota rules and payer contracts.
